Image This meeting is based on the diffusion actions and the development of the proyect made in the Fomento del Campus Social de la Unidad 211 (Puebla, Mexico) which is developed by HegoBit Aldea. HegoBit Aldea wants to be favoured to the following fields:

  • • University and the cooperation for the development.
  • • Education and ICT
  • • Cooperation and ICT.

In the same way these conferences are made for people who want to know information about the Office for the coordination of projects of cooperation, development and technology of the Council of the Science and Technology of the state of Puebla (CONCETYP) (Mexico).


The advent of ICT in our daily lives is now a reality. This emergence and its impact have extended to almost any other area of knowledge and / or human intervention. The Development Cooperation and Education are two clear examples of this no so new situation. In both cases, however, they are facing new challenges resulting from the intersections between cooperation, education and ICT.

First, every day more and more resources and attention are devoted to international development cooperation from both public entities (special mention to the case of the universities) and private entities (banks, banks, cooperative enterprises). Thus, in the case of the university (public and private) both support services such as university courses of specialization and / or postgraduate on development cooperation as an object of study or courses carried out  under this inter-university cooperation have significantly increased.

Secondly, as Marchesi (2007 pointed out, "information technology and communication (ICT) takes a central role in the development of modern economies and societies, which has profound implications for education. However, the incorporation of ICT in the school environment is not a simple process nor linear. It is not enough to send computers to schools, but it is very necessary to take into account the social and family background of students,  school conditions, the existing models of teaching, learning and evaluation, the programs and materials available and the computer skills of teachers. "

Thirdly, the twenty-first century demands International Cooperation the challenge of responding to the updated information society and its consequences. Therefore, supporting the development of people and equal opportunities for all men and women in the world are the targets in new forms of communication both as an object of direct intervention and as an instrumental way in the development of other objectives.

Therefore, information technology and communications (ICT) are a tool for meeting Development Goals or the Millennium, which constitute a  plan agreed by all nations in the world to fight poverty and reduce inequalities in economic and social fields.

Here are the two main objectives to point out. First, fostering a global partnership for development and in collaboration with the private sector, and ensuring the benefits of new technologies, especially information and communication technologies.

In effect, "the role of ICT in development", says Acevedo (2004, 2006), "is based on the fact that they are good tools for managing information ... therefore, the usefulness of ICT for human development stems mainly from the value of information for actors and development processes."

Ultimately, "the value of ICT for development is important enough to consider their integration into the processes of human development. If development cooperation serves to nourish and catalyze these processes a better use of information and informational tools like ICT will help their effectiveness. "

In short, we are facing a new era in the area of cooperation and education as a result of the arrival and access to the so-called information and communication technology .

We want to emphasize in this sense, the situation of the University as an area of higher education. On the one hand, it is facing a deep reform which demands new methodologies and explicitly the use of ICT as an effective tool for achieving this goal. On the other hand, universities have to seek new areas for action if they are to survive in the twenty-first century. To that end, a path is to reach other human segments and again ICTs offer an enormous potential. But, besides, the internationalization of universities as opening new markets involves on many occasions the implementation of cooperation projects focused on the development and / or guided by higher education institutions.

While e-Learning represents an emerging market for educational institutions and technology companies, it also poses a challenge for development cooperation as it can be the object itself for intervention. In effect, and as reflected in the Millennium Development Goals, the digital gap  will tend to deepen to the same extent as that market develops.

Ultimately, achieving a scenario in which people can increase their opportunities for development requires new consensus, in accordance with the new conditions under which we live. These new consensus should cover various fields, such as TECHNOLOGY, social and ethical, says Koldo Unceta.

They are, therefore, many challenges in these intersections between cooperation, education and ICT. Therefore, on 23rd, 24th and 25th  October 2008, we will have the opportunity to have the presence of different people, who in one way or another are partners and actors of these challenges and thus know directly the intersections that are focus of these II Meeting on Education, Development, Technology and Cooperation organized by HegoBit Aldea in Vitoria-Gasteiz:
